The Constitution of the new state of Independent Ukraine was adopted in June 1996. According to the Constitution there are three levels of power: legislative, executive and judicial. By the form of government Ukraine is a presidential parliamentary democratic republic. The President is the head of the state, he is also the head of the executive branch of power. The President is elected by the people of the country at a general election for a term of five years. The Verkhovna Rada is the highest legislative body of Ukraine. It consists of one chamber only. It includes 450 members elected for four-year term. The main function of the Verkhovna Rada is making laws. It also appoints elections of the President, gives consent for the appointment of the Prime Minister, suggested by the President, supervises the activity of the Cabinet of Ministers of Ukraine, declares war and concludes peace conventions upon the President's proposal, adopts the state Budget and controls its execution. The President of Ukraine appoints the Prime Minister with the consent of the Verkhovna Rada, the members of the Cabinet of Ministers, the heads of central bodies of the executive power, as well as the heads of the local state administrations. The President of Ukraine is the Commander-in-Chief of the Armed Forces of Ukraine. The Cabinet of Ministers is the highest executive body of the state. The Prime Minister is appointed for a period of 5 years, he forms his cabinet himself. The President and the Cabinet of Ministers are responsible for the realization of laws adopted by the Verkhovna Rada. The Supreme Court of Ukraine is the highest judicial body in the system of courts of general jurisdiction. Its main duty is to secure the fulfillment of the law. The Supreme Court is the highest court of appeal, too. Besides, there is a special organ- the Constitutional Court, the main aim of which is to guarantee the accordance of the newly-adopted laws to the Constitution of Ukraine. The judges are elected by the Verkhovna Rada for a period of 10 years. Although Ukraine is a unitary state, its constitution allows for a considerable degree of decentralization. The country is divided into 24 regions (oblasts) and one autonomous republic, the Crimea. The cities of Kyiv and Sevastopol have special status; their governments operate independently of oblast authority. Local councils and executive bodies, elected every 4 years, are responsible for their jurisdiction's taxes, budgets, schools, roads, utilities, and public health.
