FIRST STAGE (term from January 1, 2010 to July 1, 2010)

- introduction uniform customs and tariff (including tariff privileges, tariff preferences) and non-tariff regulation;

- the beginning of formation by the Commission of the Customs union of a uniform trade regime with the third countries;

- implementation of joint control of goods on the Russian-Kazakhstan border

- to enacted the Customs code of the Customs union and the uniform methodological base accepted in its development;

- to provided maintaining statistics of foreign trade and statistics of mutual trade;

- Since July 1, 2010 to canceled customs registration concerning the goods which coming from the third countries and have been let out in free circulation in the territory of Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, moved within customs territories of Republic of Belarus, the Republic of Kazakhstan and the Russian Federation.

The Customs union - the uniform customs territory within which in mutual trade the common customs tariff works, the customs duties and restrictions of economic character, except special protective, anti-dumping and countervailing measures aren't applied. Unlike a free trade zone, in the Customs union the uniform customs and tariff and trade policy concerning the countries which aren't entering into the union is provided. In this regard the participating states of the Customs union need to unify the trade relations with the third countries. Now at Russia about 120 basic trade contracts with other countries, at Kazakhstan - 50, at Belarus - 40 are.
