International non-profit scientific and technical communication.

Through international relations in the exchange of scientific and technical achievements is a transfer of scientific and technical information in the form of knowledge and technology, ie skills, methods of production, design of new products. Sharing of new knowledge enables potential partners on scientific and technical exchange oriented toward the development of science and technology, get an overview of the achievements made in various branches of science and industry. Transfer of scientific and technical information is mainly on a nonprofits basis and creates opportunities for the development of future technology trade. The major forms of non-scientific and technical relations are: the exchange of scientific and technical knowledge through personal contacts of scientists and experts, scientific and technical publications, international exhibitions and trade fairs, advertising, non-profit transfer of technical knowledge to developing countries, non-commercial flows of technology in the structures of private firms.

Technological assistance to developing countries according to the number of countries participating in the project can be:

bilateral - are agreements between the governments of the donor country and the recipient country;

Versatility - by several countries on a recipient country.

Belongs to the category of multilateral and technological assistance from international organizations. One of the first international organization which would provide technical assistance to developing countries, has become UNDP. Large programs implement the IMF, World Bank, OECD, and almost all the others.

The development of such a progressive phenomenon as non-commercial exchange of scientific and technical knowledge at the international level is constrained by several factors:

militarization of scientific research;

transition to employment equity to the owner of the scientific and technical personnel, with the result that their work is secret or is registered as the property of the employer;
