Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived, can long endure. President Lincoln says that the Civil war is a test for the American nation. In his opinion, the result of the test can show if the country can or cannot survive as one nation.

A. As president, he sought to accelerate economic growth by increasing government spending and cutting taxes, and he pressed for medical help for the elderly, aid for inner cities, and increased funds for education. He also stepped upAmerican space exploration. As a result, the American space program culminated in the landing of American astronauts on the moon in July 1969.

 

B. He had been the little-known governor of Georgia. He did not propose any new solutions to social problems but, unlike any of the other Democratic presidents in the 20th century, was able to keep the United States out of any foreign wars. He also increased the percentage of minorities and women in high-level governmental positions. After he left the White House, he remained active in public life. He was awarded the Nobel Peace Prize for his contribution to international peace-making.

 

C. He based his economic program on the theory of supply-side economics, which advocated reducing tax rates so people could keep more of what they earned. He also undertook a campaign to reduce or eliminate government regulations affecting the consumer, the workplace, and the environment. At the same time, he feared that the United States had neglected its military in the wake of the Vietnam War, so he successfully pushed for big increases in defense spending.

 

D. He declared that the era of “big government” was over in America. Although he reduced the size of the federal work force, the government continued to play a crucial role in the nation's economy. Most of the major innovations of the previous periods remained unused. Yet he appointed minorities and women to high-level positions. In March 1999 under his order NATO forces began bombing Serbia and Kosovo, parts of the Federal Republic of Yugoslavia.
